Georgia Revamps Quality Jobs Tax Credit Program

With the enactment of House Bill 265, the State of Georgia has passed two significant changes to its Quality Jobs Tax Credit program, effective with tax years beginning on or after January 1, 2017. These changes are: Increasing the hiring period for meeting the job increase threshold, and Implementing a new investment requirement in order to be eligible for subsequent job creation periods. Prior to HB 265, Georgia law required that a taxpayer must create at least 50 new quality jobs within one year of when the employer first began withholding taxes in Georgia in order to be eligible for the Quality Jobs Tax Credit.1 Effective for tax years beginning on or after January 1, 2017, a taxpayer will now have two years in order to meet the 50 quality jobs requirement if the taxpayer first withholds taxes in Georgia after January 1, 2017. ACA Road to Repeal: Better Care Reconciliation Act of 2017

On June 22, Senate Republicans issued a discussion draft entitled the “Better Care Reconciliation Act of 2017”, which is the Senate version of Affordable Care Act (ACA) repeal and replace legislation. The House of Representatives narrowly passed their version of ACA repeal and replace legislation, the American Health Care Act (AHCA), on May 4, 2017. Senate Majority Leader Mitch McConnell (R-KY) set a goal for the Senate to vote ahead of Congress’ July 4 recess, though it is still unclear whether the vote will take place in that timeframe. There is also a question whether or not there are the 50 votes needed to pass the 142-page bill. So, while the vote timing and tally remain uncertain, there is much we do know about the bill, its implications and what to look out for next. New Hire Paperwork: Requirements & Recommendations

Various federal, state, and local laws require that employees complete certain paperwork at the time of hire. In addition to these requirements, other paperwork is recommended to help you administer payroll, benefits, and other HR responsibilities. Here are some of these key forms: Required New Hire Paperwork: Form I-9. An I-9 Form must be completed to verify that the new hire is authorized to work in the United States. Section 1 of the form must be completed by the end of the employee’s first day of work for pay (but it cannot be completed until the employee has been offered, and has accepted, the job). Employers must complete Section 2 within three business days of the employee’s start date. For example, if an employee begins work on a Monday, Section 2 must be completed by Thursday.
